We were given Orrin Hatch bags to sell at the recent Weber County nominating convention. We were selling them for 5 cents in the beginning until we got the idea to tell people that they were a fund raiser for our club and then we would ask for 5 cents or more. People gave us quarters, dollars, 5 dollars for our club. We made about 50 dollars just on the bags and over 50 dollars on jewelry. WOW!!!

Weber County Republican Women had the privilege of listening to Vickie McCall’s experiences of her visit to Iraq. She was so moved at what she witnessed at the hospitals that she asked what she might possibly do to help. The hospital administration expressed that the men and women come in from the field with nothing, even their back packs are left behind. They said it would be wonderful if she could help provide comfortable clothing for them to put on during their stay or when it was time to be discharged from the hospital. Vickie’s efforts have created overwhelming and generous support from the community.
What started as an idea of sending a few cases of clothing items, erupted into thousands of dollars of support and willing hands with no vehicle to plug into. A committee was formed and the decision was made to partner with a volunteer organization in Germany who is at the moment five years ahead of where we would be starting. After much communication and travel, Vickie's assessment (with details in hand) was that the Landstuhl Care Project fit her goals, was extremely lean in it's operating expenses and being an already 'well oiled machine', would ultimately put more in the hands of the service members from the battlefield at a much quicker pace. To date there are 25-30 individuals and organizations involved to see this local effort off the ground, with another 20 or so on standby for more information. There is a firm commitment from FED EX to transport shipments from here to the East coast (Landstuhl pick up point) with talks of potentially taking on shipment of all Landstuhl east coast hub supplies to the field hospitals for distribution at no cost. THIS IS INCREDIBLE.
WCRW members can still be involved. The Utah Republican Party has taken an interest in the project and will be collecting sweats at the Convention May 10.

WELCOME NEW MEMBERS! Twelve women have joined WCRW since January 2008. Laurie Allen, Judy Allred, Evelyn Combe, Meghan Froerer, Rebecca Froerer, Lise Gibby, Carol Harley, Wilma Reaser, Penny Stark, Kristina Wilcox, Marilyn Woodbury and Sharon Zini. We have a total of 67 members. This is awesome! Thank you members for sharing with your friends and neighbors the benefits of being a WCRW member.
Republican Women are the grassroots of the Republican Party. It is our tireless efforts working phone banks, going door to door, etc., which have produced Republican victories in the past and will continue to produce them in the future.
As we begin a busy campaign season, remember how valuable your skills are to candidates. Get acquainted, volunteer to help, you will make a difference, and keep track of your campaign hours.
Our May meeting will be wonderful, with First Lady Mary Kay Huntsman. I am looking forward to hearing from her as I’m sure you are too.
We will not meet during the summer, but will e-mail you from time to time as important issues come up.

Counting Campaign Hours
The National Federation of Republican Women Campaign Award Program is an effective tool to demonstrate the power of Republican Federated women at the local, state and national level. This award is given for “Political Campaign” time spent. Local clubs tally their campaign hours; report them to the State Federation who is then eligible for awards at the 2009 NFRW Convention.
Just recently we had the opportunity to participate in our precinct caucuses and at the County Convention. The time spent in these efforts, including your travel time, should be reported on our monthly Campaign Volunteer Hours report. As the election year approaches, many of us will have opportunities to become involved in campaign activities. It is important that we know what can be reported so our club and State Federation can be recognized for the contributions of our members.
There are 18 activities that qualify as “Political Campaign” time spent. They are outlined in the NFRW Policy for Counting Volunteer Hours. I would encourage you to pick up a copy of these qualifying activities at the sign in table, and report your efforts on our Campaign Volunteer Hours report.

President’s Message
Bylaws are the law or rule governing the internal affairs of an organization. WFRW, UFRW and NFRW all operate within a framework of Bylaws, and the WFRW Bylaws must be in compliance with the NFRW. At the 2007 NFRW Convention in Palm Springs the Delegates approved a Bylaws amendment regarding membership status, so therefore a WFRW Bylaws change is required. The following amendments were presented at the WFRW meeting March 3, and will be voted on at the April 7 meeting.
ARTICLE III - POLICIES
1. The Club shall not endorse nor promote any individual candidate for public office prior to nomination by the appropriate body.
2. The Club shall, if there is a primary election hear invite from each candidate for office to speak at a meeting so members will have the opportunity to decide which candidate will best represent the Republican philosophy.
Section 3 - Termination and Renewal of Membership
Termination
A member whose dues remain unpaid for two (2) years shall be notified by the Treasurer that she shall be dropped from membership if her dues remain unpaid.
Renewal
A member shall be reinstated upon payment of the current Club dues.
Section 4 - Suspension or Expulsion from Membership
1. A member who fails to support the Republican Candidates.
2. Advocates a split ticket by supporting a candidate on an opposition ticket.
3. Failure to support the Bylaws of the National, State and Weber County Women’s Club.
Any member who fails to support Republican candidates, who advocates a split ticket, or supports a candidate running on an opposing ticket shall be expelled from membership.
Any member who fails to support the Bylaws of the National Federation of Republican Women, the Utah Federation of Republican Women and/or Weber County Republican Women shall be suspended or expelled from membership.

On this day in 1973, Lt. Commander John McCain was released from a North Vietnamese prison.
The missile that shot down his fighter-bomber broke both arms and a leg, and he nearly drowned after parachuting into a lake. He was then bayoneted and beaten. McCain refused his captors' demands that he divulge military information in return for medical treatment. Despite being tortured, McCain also refused offers from the communists to free him ahead of other servicemen who had been imprisoned longer.
President Richard Nixon welcomed McCain home, after five and a half years of captivity, much of that time in solitary confinement.
Son and grandson of admirals, John McCain graduated from the U.S. Naval Academy in 1958. In 1967, a massive fire broke out on the deck of his aircraft carrier. As bombs and jet fuel exploded nearby, McCain was injured trying to rescue a fellow pilot. One hundred and thirty-four men died in the inferno.
In 1982, McCain was elected to the first of two terms in the U.S. House of Representatives. In 1986, he won the first of four terms in the U.S. Senate.

President’s Message
WCRW members had a wonderful time at their February 11, Day at the Legislature. Nineteen of us rode a chartered UTA bus to the Capitol, some drove their own cars, and there were 30 of us in all. We had a very informative tour of the newly restored Capitol. It is just beautiful. The walls have been painted, and restored to their original colors; the murals in the rotunda have been repainted and are exquisite. The elevators, wow! They used to be so slow, but they are very efficient now, and have the look of the old-time elevators with the cage like doors. We had the opportunity to sit in the gallery and listen and watch a vote being taken. It was a bill sponsored by Representative Donnelson regarding the driver privilege cards. It passed. We then had a catered lunch in a meeting room with our Weber County Legislators. It was fun to visit with them in a casual, relaxed setting. They reported to us the various pieces of legislation they are sponsoring. And we were pleased to hear that the Jessica’s law bill that we are supporting has passed the House and Senate and is headed to the Governor for his signature. The Veterans Nursing Home bill has passed the house with no dissenting votes and is waiting for Senate action.
Remember to attend your Republican Caucus Meeting, March 25, 2008, 7:00 pm. Watch the newspaper for locations. County delegates and precinct officers will be selected.

President’s Message
At our January meeting WCRW members voted to support two issues coming before the 2008 Utah Legislature. Jessica’s Law and the Veterans Nursing Home. The following is the position paper that was mailed to Weber County, Davis County, and Box Elder County legislators.
WEBER COUNTY REPUBLICAN WOMEN
Weber County Republican Women (WCRW) is a 67 member organization whose purpose is to organize the volunteer efforts of Republican women in our County to improve our local communities and government, promote an informed public through political education and activity, and to provide opportunities for women to learn about our government and how it works.
WCRW voted at their monthly meeting January 7, 2008 to support two issues coming before the 2008 Utah Legislative session.
JESSICA’S LAW – Modeled after Florida’s Jessica Lunsford Act, the proposed Utah version of this law sponsored by Representative Carl Wimmer, increases the penalties for actual rape of a child to 25 years to life in prison. We believe our laws are simply not protecting our children. As research shows, child sex offenders repeat their crimes, and repetition of these crimes cannot be tolerated. This law will help thwart this horrible behavior by keeping those convicted off the streets and by making these criminals truly pay for their wicked acts. Please consider this plea to keep our children safe.
VETERANS NURSING HOME – We support Representative Brad Dee’s proposal to fully fund the construction of a Veteran’s Nursing Home near the Weber County Fairgrounds. This 120-bed nursing home project, whose clientele is limited to military veterans, was originally planned to be funded with Utah funds (35%) and federal funds (65%), but the federal funds have not been forthcoming. We applaud the Utah Legislature and their efforts to fund the nursing home and not to wait for federal funds.
The 2000 Utah U.S. census revealed that Utah has over 160,000 military veterans with nearly 25% living in northern Utah. These men and women have served our country protecting our freedoms and deserve a place to receive the care they need.
The current 80 bed nursing home in Salt Lake City has a waiting list of nearly 100, and many veterans have passed away while awaiting space availability.

Churchgoers should be politics-doers

Beyond a new gym membership and vowing to lose 15 pounds, consider another New Year's resolution: political participation.
Not only is political involvement easier than giving up chocolate, there has never been a more exciting year to play a role in the American democratic process. We are in the middle of perhaps the most dramatic presidential race in recent history. The issues are momentous and the stakes are high. For the first time in decades there is no heir apparent. Political fortunes change daily. An increasingly electrifying race offers candidates who are as diverse as they are interesting — the first woman, black or Mormon president.
In Utah, the governor, attorney general, state auditor, state treasurer, 15 state senators, 75 state representatives, three U.S. representatives and many municipal officers will be campaigning for office.
Why make political participation a resolution? If recent history is our guide, most of us will not participate except to vote, and many will not even do that. According to the International Institute for Democracy and Electoral Assistance, the United States, with an average voter turnout of just 48.3 percent since 1945, ranks 139th out of 172 countries (two behind Burma/Myanmar and just ahead of Mexico). Talk about irony. The nation that pioneered democracy is bringing up the rear when it comes to democratic participation.
Studies, theories and apologies abound for why we are failing. One reason is most pertinent to Utah and suggests that confusion rather than laziness or apathy may be a cause: the official ban on political activities by churches. Too often, religious adherents wrongly construe that ban as an impediment to their own political participation. The source of confusion — no surprise here — is the tax code. Churches operate under section 501(c)(3) of the Internal Revenue Code, which states that they must not "participate in, or intervene in ... any political campaign on behalf of (or in opposition to) any candidate for public office." Notably, the restriction is on the churches, not the congregants, a cultural distinction many miss. Thus, although a church may not use its resources for partisan ends, its members are free to immerse themselves in the political process.
Fortunately, many churches have begun to encourage their parishioners to get involved in democracy.
Political involvement can be inconvenient. It requires sacrifices of time and resources that might otherwise be devoted to leisure or other pursuits. Perhaps that is why the late LDS apostle Neal A. Maxwell observed, "Democracy is not meant for the naive, apathetic or the lethargic." Beyond voting, we can volunteer for or contribute to a candidate, party or cause of our choice, become a delegate or even run for office.
Vote and support whomever you choose — Democrat, Republican, Independent or otherwise — but participate!
Being an active church member does not require us to sacrifice our free speech rights, nor does it absolve us from our responsibility as a citizen to be active and engaged in the political process. Neither America nor Utah can afford to have any segment of the population unrepresented in electing and influencing leaders. Al Smith, the governor of New York who faced discrimination as a Catholic in his 1928 presidential bid, had it right when he said, "All the ills of democracy can be cured by more democracy."
